Preamble

We, the residents of the Republic of Fluid, adopt this Constitution. We must take care of our soil, water, air and people. Our earlier texts declared rights and named nobody to enforce them. No person owns the labour of another and what all of us need is furnished to each of us freely. Our borders are open to those in flight. Reasoning systems weigh and count, but we decide. This text is long because governance is complex.

A printed copy of this Constitution, with the official summary, is furnished free of charge to every dwelling in the Republic and to every person on request, under Article 316. Copies are lent by every library, school, place of detention, place of care and communal office.
