Elections to the National Council shall be held every five years on June 10 by universal, equal, direct, secret, and free suffrage.
Representatives shall be elected for terms of five (5) years, with automatic extension during states of mobilization, war, siege, or emergency until such states cease.
Seats are allocated proportionally according to the percentage of votes each political entity receives, requiring a minimum national voter turnout of 60% for validity.

Parties classified under these categories are permitted to participate but are subject to constitutional safeguards detailed in Section 5.
Should political parties identified as neoliberal, conservative, or authoritarian left collectively receive 30% or more of the national vote or parliamentary seats, the Republic shall enter a State of Democratic Safeguard.
During this state: a) The National Council must enter into formal negotiations with the Worker Advisory Body to ensure policies protect democratic governance and economic equity and b) No law enacted by the National Council shall come into effect without approval via a nationwide referendum requiring at least 50% affirmative votes of participating citizens.
