Meteorological Cooperative of the Republic

Weather, climate, seismicity, landslide and flood · mandate held under the organic law on observation and warning

Meteorological Cooperative

Meteorological Cooperative of the Republic

The cooperative observes the atmosphere, the ground and the water of the Republic, issues the public forecast, maintains the national climate record, and operates the three warning systems for earthquake, landslide and flood. It holds the catalogue of species endemic to the territory and publishes every specification, instrument plan and source repository on which its work depends.

What the cooperative does

Four functions fall under the mandate. The first is observation: a network of surface, upper-air, marine, seismic and hydrometric stations reporting continuously into a single archive. The second is forecasting, from the nowcast at fifteen minutes to the seasonal outlook. The third is the climate record, which supplies the physical series the Ecological Budget Authority works from when it fixes the ceilings for a period. The fourth is warning, which covers the three hazards for which seconds or hours of notice change the outcome.

Data collection is shared. Emissions inventories, water quality series and habitat records are gathered jointly with the ecological organs, and the cooperative publishes the physical measurements while the Authority publishes the ceilings drawn from them. Neither body audits the other. Both publish the raw series.

The sections of this site

Climate of the Republic

The transitional temperate zone, the four local climates distinguished in schools, and the rainfall gradient from the Kelvaqui moor to the Quintorum basin.

Observed change

Warming of about 1.4 degrees since 1960, the retreat of the eastern shore, the Quintorum harvest failures, and rainfall that has grown more intense without growing more plentiful.

Emissions position

The Republic is a net polluter on a declining path. The inventory, the trend and the point at which the declining series is expected to cross into balance.

REP-KJS

The earthquake warning system in service since 2021: what a broadcast contains, how it is worded in Fluidian and in English, and what it cannot do.

REP intensity scale

Ten steps against shindo, MSK-64, EMS-98 and Mercalli, with the observed effect at each step.

Species catalogue

The species recorded from the territory and nowhere else, with the red list category held by each and the evidence behind it.

Observing network

Every station of the network, its sub-region, what it measures and the interval at which it reports.

Specifications and source

The wire format of a warning, the conformance vectors, the sensor plans, the repositories and the licence under which another country may fork the whole of it.

Standing notice on the warning systems

Limits of a warning

An earthquake warning arrives ahead of the shaking because the detection network is quicker than the ground. Sites near the epicentre receive the warning during the shaking or after it, and this blind zone is a property of the physics and not a fault of the equipment.

Landslide and flood warnings rest on rainfall, saturation and river-stage thresholds, and a threshold is a statement about probability. A warning may be issued where no event follows, and an event may occur where no warning was issued.

Publication and forking

REP-KJS, REP-LEW, REP-FEW and the RQUAK client are published in full: source, wire format, conformance vectors, station firmware and the mechanical drawings of the sensor housings. Any country, cooperative or individual may take the whole of it, adapt it and operate it. The cooperative asks for notice of a fork so that the porting guide can record where the systems run, and it imposes no further condition.
