Relations with the Republic of Fluid and the Bloc

The maritime corridor, the Bloc, and settlement in goods

The corridor

The land frontier of the Republic of Fluid to the south has been shut since 1939, so the sea route from Lutoliluri to Sluland carries the greater part of Fluidian exchange with states outside Iosmein. The ferry and the freight services are worked by cooperatives of both republics. Article 8(4) requires the Free Republic to keep the corridor open in peace and in war.

Residents of either republic enter, remain, work, study and receive care in the other on the footing of its own residents, the frontiers within the Bloc being open. The Aporean rule stands in Article 10(3).

Settlement

Exchange with the Republic of Fluid is settled in goods, labour, technique and knowledge, recorded in physical units through a single external account, and the marek is left out of it. A balance passes to the following period and is settled by the delivery of goods. It creates no debt, bears no interest, and cannot be transferred to a third party. The rule entered the Aporean text by Amendment XV of 19 April 2026 and matches the practice the Republic of Fluid has followed since the founding of the Bloc.

Recent periods have closed with the account in deficit on the Aporean side, again in physical terms, and the deficit has been met by shipments of timber and of instruments. The Bank of the Republic publishes the balances quarterly.

The Bloc

The Free Republic is a founding member of the Democratic Socialist Bloc, established at Lindoma in 1994 with Fluid and Iosmein. Article 18(1) binds the Republic to the union so long as it rests on social ownership, ecological limits, democratic self-government and equality of its members.

The Aporean rule

A ratified and published treaty has the force of law and prevails over a contrary provision of an ordinary law. Enforced by Article 18(2).

The Fluidian rule

A common standard takes effect only when the Fluidian Assembly enacts it, and no act of a Bloc organ applies of its own force. Enforced by Article 294 of the Constitution of the Republic of Fluid.

Aporean representatives have stated in Bloc sittings that the two rules have not produced any case of divergent application in thirty-two years. They have also observed that the Aporean Constitution is the shorter of the two by about three fifths. Article 319 of the Fluidian Constitution deals with the comparison in advance, requiring that length be justified by the protection it furnishes.

Shared standards

The transport card standard was signed at the Ministry of Transportation at Dubrazec and is published in full with its test vectors and its reference driver. A card issued in Iosmein, in Fluid or in Aporia is read by the gates of all three republics. The optional fare and purse modules of the standard are compiled out of every card and reader in the Republic of Fluid. They are used in Aporia, where public transport is free and the same card serves other payments.

Seismic detection is shared. The Fluidian meteorological cooperative computes intensity across the whole affected area and states the estimate for Aporean territory in the same broadcast, marked as foreign territory. Devices in Aporia receive the broadcast directly where their operator subscribes to the feed.

Beyond the Bloc

Amendment VI forbids accession to any organisation or agreement which would require it to open a reserved activity to private or foreign enterprise, to grant an exclusive right over knowledge, to submit a dispute with a company to a foreign or arbitral jurisdiction, or to accept a limit on the support it grants to its own enterprises under the plan. The Republic acceded to the World Trade Organisation in 1998 and withdrew on 1 January 2012, the withdrawal being the first measure adopted under that Amendment.

Amendment III forbids the export of any weapon, ammunition, component or technique of manufacture to any state or person, and forbids membership of a military alliance which would require the Republic to enter a war by the decision of another state.

Outside those amendments, the Republic can freely conclude trade agreements.

This page states the position of the Free Republic alone. The Fluidian account of the same relations is published by the Office of Constitutional Revision in the World section of its register.
