Territory and climate
The Allied States occupy the uplands and the two river basins that lie along the western terraces of the Republic of Fluid, from the northern watershed to the southern plain. The whole eastern frontier faces Fluid. To the south and the west the country reaches the states of the Anatolian coast, and the rail line through Cursava is the route by which most travellers from outside the Bloc arrive. The Republic has no sea coast. Its area is approximately 148,000 square kilometres and its population approximately 7.4 million, of whom about one in eight lives in Talmeru and its district.
The climate is continental in the interior and milder in the southern plain. Winters in the northern valleys are long, and the heating season governs the energy account for five months of the year. Rainfall is heaviest on the eastern slopes, which is why the reservoirs stand there and why the Iosmen hydrological service, which is part of the joint observation network of the Bloc, prioritizes observing the eastern rivers.
Water crosses the frontier in both directions. The rivers of the eastern slope rise in Iosmein and reach Fluid within a day, so gauge readings taken at Podrena are used by the Fluidian warning service and readings taken on the Fluidian side are used here. Article 21 caps water usage in physical units, and the cap is published each planning period with the readings on which it rests.
The five states
The union is formed of Vetruna, Osreni, Kadrena, Velmar and Sarnovein, and the capital and its district are administered separately under federal law. Each state has an assembly, a government and courts of first and second instance, and its statute enters into force when the Federal Assembly approves it under Article 8(3). Since 2021 several competences of the states have been exercised centrally under Title XII, which returns them on the day the settlement is declared spent.
Towns
- TalmeruCapital and federal district
Talmeru is the seat of the Federal Assembly, of the Federal Government, of the Constitutional Court and of the Bank of the Republic. It is administered as a district under federal law, and its residents elect a council of the district and are represented in both chambers on the footing of the residents of a state.
- VetrunaVehicles and rolling stock
The Vetruna Factory built buses, trams and electric rail units between 1974 and 2009. Its vehicles were exported to Fluid under the exchanges of 1985, 1987, 1988 and 1990, and some of them are still in service there. The factory now supplies spare parts and licences drawings, and it granted a licence for spares to Ferrista in 2002 and offered one for pressed body panels in 2024.
- ValmezaEastern frontier
Valmeza stands across the frontier from the Fluidian town of Ossira, and the two are administered as a doubled town in practice. The road gateway is at Corvaluri on the Fluidian side. The hospital between the two towns is operated jointly, under Article 186 of the Constitution of the Republic of Fluid and under Article 182(2) of this Constitution.
- MarnestiFrontier railway
Marnesti is the junction where the Iosmen network meets the Fluidian network at Quessina. Through carriages run twice a day and are staffed by both sides. Seven sections of the Fluidian network run into Iosmein from Ossira and Quessina, and a card issued in either country is read by the gates of both.
- DraveniCoal and electricity
Draveni lies in the northern basin of Osreni. Its mines and its two generating stations supply the larger part of the electricity of the Republic. The extraction is authorised within the ceilings of Article 88, and the works of restoration required at the end of each authorisation are published with it.
- TernovaSteel and machine tools
Ternova is the industrial town of Kadrena. Its steelworks supplied the Vetruna Factory and now supply the railway workshops of the Bloc. It is the enterprise most often named in the reports of the Federal Planning Office on support granted under Article 98.
- BeluscaGrain and irrigation
Belusca stands on the southern plain of Velmar. The grain balance of the Republic is drawn up here, and the irrigation network is worked by cooperatives holding grants of land under Article 78.
- IlmescaTextiles and footwear
Ilmesca is the largest town of Sarnovein. Its textile and footwear enterprises employ more women than any other industry in the Republic, and the working conditions in them were the subject of the first inspection report published under Article 57(4) after 2021.
- PodrenaWater and forestry
Podrena lies on the eastern slope. The hydrological service is seated here, the reservoirs above the town supply Talmeru through an aqueduct, and the forestry ceilings for the eastern divide are calculated here.
- CursavaSouthern railhead
Cursava is the last town on the southern line before the frontier with the states of the Anatolian coast. Travellers arriving from outside the Bloc reach the Republic here, since the Bloc has one airport and it stands at Zecina in Reformed Luces Aporia.
Economy
The land, the subsoil, the waters, the forests, the sources of energy and the principal means of production are held in social ownership under Article 6. They are administered by public enterprises, by cooperatives, by the states and by the units of local self-government, which retain them in usufruct and can neither sell them nor grant security over them.
A large number of people work on their own account. Article 61 makes that work a right, registers it on declaration within seven days and without charge, and regularises activity carried on before registration without penalty and without any claim for contributions falling due earlier. The reserved sectors are listed in Article 81(2) and comprise the categories of Article 6(1), banking, insurance, the supply of energy, the railway and telecommunication networks, health care and schooling.
A currency is kept. The vela serves for wages, for retail prices, for the accounts of enterprises and for credit, and it replaced the sarn under Amendment X in 2011. Exchange within the Democratic Socialist Bloc is settled in goods, labour, technique and knowledge, recorded in physical units through a single external account under Article 111.
The plan runs for four years and is revised each year. It is expressed in money, and in physical units for energy, water abstraction, timber, fish taken, the listed minerals and emissions. Article 89(2) requires the Federal Assembly to examine at each planning period whether further categories are to be planned in physical units, to hear the Federal Planning Office and the state assemblies, and to publish its decision with the reasons for it. The examination of 2025 concluded that the extension should wait for the next period. Two of the five state assemblies dissented, and their opinions were published with the decision.
Provision has risen since 1994 and remains the lowest in the Bloc. Iosmein is the largest recipient of the solidarity transfers required by Article 303 of the Constitution of the Republic of Fluid, and the transfers received are published each year under Article 115(3), by state and by form.
Chronology
- 1690 to 1856The five valleys are provinces of Bor Brashavenko from the south. Each valley keeps a council for its local affairs, and the councils meet at Talmeru once a year. The habit of meeting there is the origin of the federal capital.
- 1856A rising begins in the eastern valleys and is put down within a year. The empire establishes an independent general council at Talmeru, which advises and takes no decision.
- 1871The empire withdraws from the valleys. The five councils sign the Act of Union, and the state takes the name it still carries. The name records that the union was made between the states and was not imposed upon them.
- November 1890The monarchy falls in the Republic of Fluid. The government at Talmeru closes the eastern frontier against the revolution, and the frontier stays shut for ninety-nine years.
- 1912The first general strike begins in the textile mills of Ilmesca and spreads to the steelworks at Ternova. It ends with the legalisation of trade unions and with no further extension of rights.
- 1941 to 1944The country is politcally occupied by the Soviets. The Party of Labour of Iosmein leads the resistance in the eastern valleys, and the occupation ends in the autumn of 1944.
- 1947The Fundamental Law is adopted. Social ownership is established, the Party of Labour holds the offices of the State, and the Directorate of State Security is created.
- 1949Western governments impose an embargo on the Republic of Fluid. Iosmein declines to enforce it. The eastern frontier is formally shut, and traffic across it continues throughout the embargo years.
- 14 March 1961The present Constitution enters into force and repeals the Fundamental Law of 1947. The text is drafted after the embargo years and commits the country to a non-aligned position.
- 14 May 1968Amendment I gives the states their own statutes and makes a state language official beside Iosmen within that state.
- 3 April 1974Amendment II establishes the workers' council in every public enterprise. The Vetruna Factory opens in the same year.
- 19 June 1981Amendment III extends the guaranteed provision and the list attached to it.
- 1989The crossing at Valmeza and Corvaluri opens after ninety-nine years shut. The railway sections into Fluid from Ossira and Quessina are reopened over the following two years.
- 22 February 1990Amendment IV ends the leading role of the Party of Labour and abolishes the Directorate of State Security. The archives of the Directorate pass to the National Archive, where any person may read the file kept on them.
- 4 November 1990Amendment IV is followed by Amendment V, which rewrites the rights title, replaces the Assembly of the Working People with two chambers, and establishes the direct election of the President.
- 9 December 1990The first election of the Popular Chamber and the Chamber of the States is held.
- 20 January 1991The first President of the Republic takes office.
- 8 October 1992Amendment VI establishes the independence of the judiciary, the Judicial Council and the courts of the states.
- 11 December 1994Amendment VII gives effect to the accession to the Democratic Socialist Bloc, founded at Lindoma earlier that year by Fluid, Iosmein and Reformed Luces Aporia.
- 26 March 1997Amendment VIII establishes the communes and the districts and gives them general competence in local matters.
- 15 September 2003Amendment IX introduces a threshold of five per cent for the allocation of seats in the Popular Chamber.
- 2009Series production ends at the Vetruna Factory. The works continue as a supplier of spare parts and as a holder of drawings licensed to other Bloc enterprises.
- 30 May 2011Amendment X replaces the sarn with the vela and fixes the powers of the Bank of the Republic.
- 2008 to 2016The offices of the State contract debts abroad which the Federal Assembly had not authorised. The sums are used for current expenditure and for works that were not completed. Aid offered by the member states of the Bloc is declined during these years.
- 2017The Republic defaults. Supply of imported medicines and of fuel is interrupted for several months, and the member states of the Bloc begin to furnish goods, labour and technique.
- 7 April 2019Amendment XI removes the threshold of 2003, provides public funding for parties in proportion to the votes cast, and forbids donations from enterprises, from foreign persons and from sources that are not named.
- 30 June 2021Amendment XII enters into force. It establishes the Public Integrity Office and the Anti-Corruption Prosecution, requires a two-thirds law and a referendum for any borrowing outside the Bloc, and adds Title XII, which governs the settlement and expires when the obligations of the schedule are discharged.
- 2024The Vetruna Factory offers a licence for pressed body panels to a Fluidian assembly, which declines it on the ground that its own vehicle is easier to maintain.
- 2026A proposal to reduce the term of the President from six years to four is before the Federal Assembly. It has not yet been voted in either chamber.
