The Allied States of Iosmein

This portal states what the Allied States are, how the federation governs itself, and on what terms it exchanges with its neighbours. It carries the Constitution in force, a summary of it article by article, an account of the country, the record of the settlement of 2017 and of the assistance that followed it, and the record of relations with the Republic of Fluid and with the Democratic Socialist Bloc.
The Ministry maintains no other public site outside Iosmen territory. Where this portal and the Federal Gazette differ, the Gazette governs.

The federation in brief
- Official name
- Allied States of Iosmein. The short name Iosmein has equal force in law, under Article 1(2).
- Capital
- Talmeru, administered as a district under federal law.
- States
- Vetruna, Osreni, Kadrena, Velmar and Sarnovein, each with its own assembly, government and courts of first and second instance.
- Official language
- Iosmenian, which is the name the Academy of the Republic of Fluid uses, and Iosmen in the language itself. A language named in the statute of a state is official beside it within that state, under Article 13.
- Form of state
- Federal republic, democratic socialist, with political pluralism guaranteed since Amendment IV of 1990.
- Legislature
- Federal Assembly. The Popular Chamber has 150 members and the Chamber of the States 30, six from each state, both elected for four years on the same day. Seats are allocated in proportion to the votes cast, with no threshold since Amendment XI of 2019.
- Head of state
- President of the Republic, directly elected for six years and not re-elected. The President appoints the Prime Minister, presides over the Federal Government and directs foreign relations and defence.
- Executive
- Federal Government, answerable to the Popular Chamber. A motion of censure names the person to be appointed Prime Minister in place of the incumbent.
- Currency
- The vela, issued by the Bank of the Republic, which replaced the sarn in 2011. Exchange within the Bloc is settled in goods, labour, technique and knowledge, recorded in physical units.
- Union
- Founding member of the Democratic Socialist Bloc, Lindoma, 1994.
- Land frontier
- Open to the Republic of Fluid since 1989, after ninety-nine years shut. The principal crossing joins Valmeza to Ossira, with the road gateway at Corvaluri on the Fluidian side.
- Constitution
- Adopted 14 March 1961. Twelve Amendments, the last of 30 June 2021.
- Flag
- A gold field charged with crimson rays radiating from the centre, where a crimson circle encloses a gear, a sickle and a hammer.
The settlement of 2017 and the assistance that followed
Between 2008 and 2016 the offices of the State contracted debts abroad which the Federal Assembly had not authorised and from which the population obtained no benefit. Default followed in 2017. Between that year and 2021 the member states of the Democratic Socialist Bloc furnished goods, labour and technique, and the Federal Assembly adopted Amendment XII on 30 June 2021.
Article 20
A loan, credit or guarantee from a lender outside the Bloc requires a law adopted by two thirds of each chamber and confirmed by referendum. An obligation contracted in breach of the Article creates no debt, and the officers who contracted it are personally liable.
Article 190
The Anti-Corruption Prosecution has its own budget and its own investigators. No immunity or prior consent is required to open an investigation into a holder of public function, and cases are assigned within it by lot.
Articles 195 to 197
The Public Integrity Office verifies the declarations of every office holder, finds conflicts of interest, removes office holders, and states the wealth which declared income does not explain. Its register of assets is public and searchable.
Title XII
Federal supervision of the budgets and the borrowing of the states, the federal plan prevailing over the plans of the states, and the joint committee. The Title expires when the obligations of the schedule are discharged.

The Court of Accounts examines the certification of discharge each year under Article 209(4). Until it certifies and the Constitutional Court declares the Title spent, Articles 211 to 213 remain in force and the competences they limit remain limited.
