Everyday words, and what the text calls them

People say minister, landlord, salary and tax. The Constitution says something else, or says that the thing does not exist. Both columns are useful; only the right-hand one has legal effect.

Informal usage against the constitutional term
People say The text says Why
the government The Assembly, acting through its executive committees There is no separate government. Execution belongs to committees of the Assembly, composed in the Assembly's own proportions.
prime minister No such office Nobody heads the executive. The chairs of the committees form a Bureau that coordinates without commanding.
president No such office The Republic has no head of state. The Presiding Officer chairs the Assembly, signs texts and performs protocol, and decides nothing.
minister Chair of an executive committee Elected from among the Assembly's own members by the committee, not appointed, and answerable to the chamber.
MP, deputy Member of the Assembly Two hundred of them, elected by open list in the twenty sub-regions.
nationalisation Socialisation Not the same thing. Nationalisation makes the state the owner. Here the state owns almost nothing: workplaces are held by those who work in them, and the commons by everyone.
the state owns it It is socially owned Four forms, none of which is state ownership: the commons, cooperative usufruct, communal and regional enterprise, and public establishments.
company, firm Cooperative, communal enterprise or public establishment Enterprises operating for profit are prohibited, as is employing anyone outside your own household.
boss, employer The management organ Elected by the assembly of the enterprise, recallable at any time, and subject to the same working hours and the same provision as everyone else.
wage, salary Provision, and the residual unit There is no wage. Everyone receives the same provision, and the same personal expiring token for minor discretionary goods, whatever work they do.
money Abolished as capital; a residual unit of account remains The unit is personal, equal, expiring, and cannot be saved, lent, pledged or transferred. Its abolition is an objective of the plan.
tax There is none Communes, sub-regions and regions receive resources directly from the plan by a published formula.
the budget Two different things The plan allocates resources in physical units. The ecological budgets cap what may be taken from the world. The second binds the first.
benefits, welfare Provision Not a payment for those who qualify. Provision is furnished to everyone, free at the point of use, conditioned on nothing.
landlord No such person Letting a dwelling for gain is prohibited. Communes allocate housing according to registered need, by published rules, with a right of challenge.
rent Prohibited Rent extracted from land, dwellings, tools or productive assets is abolished, along with income from the bare holding of anything that produces.
citizen Resident Residence is the operative status. Every right belongs to everyone present. Citizenship arrives automatically after five years and adds no right a resident lacks.
illegal immigrant No such status Absence of documentation deprives a person of no right and is no ground for withholding provision, care, education, shelter or access to a court.
police chief The communal police service Answerable to the commune's council or assembly. Officers are unarmed in the ordinary course and individually identifiable at all times.
supreme court Two different courts The National Court keeps the law uniform by cassation. The Constitutional Court decides whether things conform to the Constitution. Neither does the other's job.
jury Restorative panel Trials are conducted by professional judges. Residents drawn by lot sit on restorative panels, which agree repair and may impose no punishment.
referendum Referendum The word is used as elsewhere, with one difference: no turnout condition applies, so the result is decided by those who vote.
green budget Ecological budget Not a spending plan. A set of published physical ceilings on energy, materials, emissions, water, land and harvests, which void anything exceeding them.
the plan The economic plan Made by negotiation between workplace, neighbourhood, communal, sub-regional and regional councils over at least three published rounds, and adopted by the National Planning Congress.
shareholder No such person Holding a productive asset confers no right to income from it, and tradable claims on such assets are prohibited outright.
profit Surplus above the plan A surplus goes first to needs registered and unmet, then to the reserve that funds new cooperatives, and then to cutting the following period's ceiling where technique produced it. None of it is distributed.
unemployment No such status Contribution is presumed of every person and proof of it is not required. Provision arrives because a person is present, so there is no state of being out of work to be in.
means test No such test Essential provision is conditioned upon no contribution, conduct, status, document, debt or behaviour. There is nothing to qualify for and nobody to satisfy.
patent Prohibited Exclusive rights over the use of knowledge are prohibited within the Republic. Publicly funded designs, formulations and software belong to the knowledge commons.
the algorithm decided No such decision A decision producing legal effects on a person is taken by an identified, accountable human being. Systems may assist, and in no case may they decide.
constituency Sub-regional district Twenty of them, each returning at least five members, none departing from the average population per seat by more than a tenth.
turnout threshold There is none Validity depends in no case on the level of participation, for elections or for referendums. The 2024 text had a sixty per cent rule, and voiding the election of June 2025 is why it went.
inheritance Two different answers Personal property passes on death to the persons designated. Usufruct of productive assets, land or the common heritage is heritable in no case, and returns to the collective that granted it.
national debt There is none Borrowing abroad, contracting external debt, pledging the common heritage as security, and submitting to external financial conditionality are all prohibited.
state of emergency State of emergency, narrowly drawn Grounds are a closed list of dangers to life and health. A strike, an assembly, a political demand, an electoral result or a shortage in the plan can found one in no case, and six months in any twenty-four is the outer limit.

Explanatory guidance, not law. Where it differs from the text, the text governs.
