What each level does

The commune holds general competence and may act on anything not expressly given to a higher level, under Article 167. The sub-region runs watersheds, the school and clinic networks, local transport and the works serving several communes, under Article 174. The region runs infrastructure crossing sub-regional boundaries, hospitals, universities and protected areas, under Article 176. The Republic keeps the Constitution, rights, ecology, criminal law, the courts, treaties and the standards that must be identical everywhere, under Articles 177 and 178.

Resources reach every level directly from the plan by a published formula, with no tax anywhere, under Articles 179 and 180. Territories facing harder geography receive more as of right under Article 181. Boundaries change only with the agreement of the residents affected, expressed by referendum under Article 187.
