22 towns across the twenty sub-regions, holding 4,156,000 residents between them, about 23 per cent of the Republic. Every sub-region has at least one.
Organic law fixes the population above which a commune is governed by an elected council. Below that figure a commune is governed by an assembly of its residents meeting in person. Every town on this list is above it. Most communes in the Republic are villages and are below it, and decide in person under Article 141(1).
