Ilvara
Ilvara is a town of 132,000 residents in the sub-region of Thurioma, in the Eastern Region of the Republic of Fluid. The town lies on the divide between the two regions, where the northern rivers separate, and supplies water to both.
Setting
Ilvara occupies the principal divide of the Republic, in the inner north. Rain falling on one side reaches the sea at Lindoma, and on the other at Leriduson. The northern reservoirs above the town supply both regions.
History
Water disputes between the two regions were settled here by custom for two centuries and by statute after 1890. Article 28(2) now makes the watershed the unit of water administration, and its boundaries govern in preference to administrative divisions, which is a rule drafted with Ilvara in mind. Where a watershed crosses a sub-regional boundary the councils constitute a joint body under Article 186.
Work and provision
The northern reservoirs and treatment works, hydrological monitoring for the Ecological Budget Authority, and forestry on the divide.
Government
Elected communal council under Article 141(2), and the seat of the joint watershed body for the northern basins.
Historic and descriptive record maintained by the Office of Constitutional Revision. It is not law.
