Marendo
Marendo is a town of 103,000 residents in the sub-region of Ravelluri, in the Eastern Region of the Republic of Fluid. The town lies behind the dunes and the inner lagoon leading to the eastern shore. It is being relocated by agreement.
Setting
Marendo lies behind the inner lagoon of Ravelluri, on a coast that is retreating. The Marnaqui ends here, entering the lagoon at the end of its course, and the lagoon is held apart from the sea by a dune barrier. Dune, lagoon and the seagrass inside it are protected against conversion under Article 30(1). Sea level here has risen by 3.9 millimetres a year over the last three decades.
History
Coastal retreat has taken roughly nine hundred metres of shore since 2013. The Republic decided against a sea wall on the advice of the Ecological Budget Authority, which found that hardening the shore would destroy the lagoon that protects the rest of the coast. The town is instead being moved landward over forty years. Persons displaced by ecological harm hold the right to housing, provision and the restoration of their livelihood under Article 75(4).
Work and provision
Fishing and shellfish in the lagoon, salt, the monazite sands that yield thorium and rare earths, coastal monitoring, and the relocation works. The commune publishes the relocation schedule and its objections annually.
Government
Elected communal council under Article 141(2).
Historic and descriptive record maintained by the Office of Constitutional Revision. It is not law.
