The budgets
This page lists every head of Article 23(1), with the limit, the current position and the basis of each.
| Head | Basis | Present | Limit | Unit | Position |
|---|---|---|---|---|---|
| Greenhouse gas emissions | 612 | 612 | Mt CO2e | Within the limit | |
| Energy throughput | 214 | 228 | TWh per year | Within the limit | |
| Materials throughput | 96.4 | 94.0 | Mt per year | Above the limit | |
| Water abstraction | 2840 | 3100 | Gl per year | Within the limit | |
| Land conversion and sealing | 1180 | 1100 | ha per year | Above the limit | |
| Habitat held in protection | 1.84 | 1.75 | M ha | Above the limit | |
| Restoration owed in the period | 41.2 | 41.2 | k ha | Within the limit |
No head matches those conditions.
Ceilings and floors
Most items state a maximum. Habitat held in protection states a minimum, and restoration owed states a minimum quantity for the period. A head expressed as a floor is breached by falling below it, and the register above marks each accordingly.
The Constitution caps aggregate throughput of energy and materials at a level the ecological limits sustain, and directs efficiency gains to sufficiency. A gain in efficiency therefore reduces throughput and does no work toward a larger volume of output.
Local limits
Article 25(5): a region or commune may adopt local limits stricter than the budget. Adoption of weaker limits is void.
| Territory | Head | Local limit | Adopted |
|---|---|---|---|
| Quintorum basin | Water abstraction | 18 per cent below the national figure | 18 May 2026, upon a petition for revision |
| Commune of Marendo | Land conversion | No conversion of dune or lagoon margin | 3 February 2026 |
| Commune of Torvena | Water abstraction | 12 per cent below the national figure | 9 September 2025 |
| Western Region | Materials, aggregate | 6 per cent below the national figure | 21 July 2025 |
Apportionment
The Constitution gives the distribution of a budget among regions, sectors and enterprises to the planning bodies of Title IV. They allocate according to the satisfaction of essential needs in the order Title IV establishes, to the equality of provision between territories, and to the least throughput sufficient to the purpose.
The Authority determines the total. The National Planning Congress apportions it.
Transfer between enterprises
Article 26(5): aggregation, transfer or trading of allocations between enterprises is permitted only under the procedure of organic law, within a sector, without any consideration passing, and with no increase in the total.
An allocation moves between two enterprises of the same sector where the plan is better served by the movement. Nothing is paid for the movement, and the sum of the two allocations is unchanged. Article 23(2) likewise counts materials and energy embodied in imports against the same budget and voids any offset acquired outside the territory.
