Recent decisions
Apportionment of the emissions budget for 2027 to 2031
Adopted 14 July 2026 · 142 for, 62 against, 4 abstaining · votes recorded by name
The cumulative total determined by the Ecological Budget Authority was apportioned among the two regions and eleven branches by the satisfaction of essential needs, the equality of provision between territories, and the least throughput sufficient to the purpose.
Reserve for the period, under Article 105
Adopted 30 June 2026 · 168 for, 34 against, 6 abstaining
The reserve was fixed at 4.2 per cent of the plan in physical terms. The reserve funds the formation of new enterprises, so the figure governs how much new productive capacity can be brought into being during the period.
Care hours deficit: choice among the variants
Adopted 21 July 2026 · 121 for, 78 against, 9 abstaining
Variant A was chosen, closing the residential care deficit by reducing the general ceiling on weekly hours and moving the released labour into care. The reasons for the choice among the four variants are published with the decision, as Article 98(3) requires.

Matters reaching the Congress
A matter is decided at the lowest level at which the effects of the decision fall. A higher level takes up a matter only upon referral or where the effects extend beyond one level. Most lines of the plan are settled at the commune, the sub-region or the branch, and the Congress receives the residue.
The Planning Secretariat publishes the balances and the variants.
