How a budget is made
Evidence is collected from five sources, the draft is published for ninety days, and every substantiated objection receives a written public answer.
The five sources of evidence
- The ecological reports of cooperatives and enterprises on their own operations. Failure to furnish one is an offence and grounds for suspending the resource allocation of the organisation in default, under Article 25(2).
- The reports and objections of worker assemblies, consumer assemblies and unions.
- The ecological studies and monitoring records of communes and regions.
- The knowledge held by inhabitants of the affected territory concerning its condition and history.
- Independent scientific work submitted by any person or institution.
The fourth source carries the same standing as the others. The knowledge of the people living in a territory is treated as evidence about that territory.
The ninety days
Article 25(3): the draft budget is published for ninety days. Every substantiated objection receives a written and public answer, and the final budget states the changes made in consequence.
| Source | Objections | Answered | Changes made in consequence |
|---|---|---|---|
| Cooperatives and enterprises | 184 | 184 | Materials head disaggregated by class of material |
| Worker and consumer assemblies, unions | 96 | 96 | Labour consequences of the energy figure published alongside it |
| Communes and regions | 61 | 61 | Quintorum water figure examined separately from the national head |
| Inhabitants of affected territories | 412 | 412 | Two watercourses added to the restoration schedule on local evidence |
| Independent scientific work | 39 | 39 | Coastal change assumptions revised, cumulative emissions total reduced |
Powers to obtain what is needed
Article 24(5): the Authority may require from any organ, commune, region, cooperative or licensed entity any information, measurement, sample or access necessary to its function, and it maintains the monitoring system of Article 35.
