Functions
An executive committee has six functions and no others.
| Function | What it covers |
|---|---|
| Execute the laws and the plan | Carrying into effect what the Assembly has enacted and what the planning organs have adopted |
| Direct the administration in their fields | The administrative bodies of Title VI, within the law establishing each |
| Prepare the bills of their fields | With the assessment published alongside the bill |
| Conduct the external relations of the Republic | Under Title XI. Treaties are ratified by the Assembly, and the Republic may not be submitted to a foreign or arbitral jurisdiction. |
| Direct civil protection | Response to disaster, and the measures taken where an adjustment of the plan follows |
| Exercise the civilian direction of the forces | Under Title X. The direction is civilian, and command in the forces is incompatible with a seat in the Assembly. |
Regulations
Article 153(2): a committee adopts regulations for the execution of laws within its field, within their limits and for their purposes alone.
Article 154(3): a regulation exceeding the law it executes is void, and any person may challenge it under Article 43.
A regulation carries a law into effect and creates nothing the law does not authorise. One regulation was annulled on that ground in March 2026. The register of regulations states each one in force, annulled or withdrawn.
Representation
The committee competent in external relations represents the Republic before other states and before international bodies, and the committee competent in justice represents it before the courts. Representation before a court carries no authority over the court, and Article 193(2) admits no instruction to a judge from any body.
The administration
Direction of the administration is exercised within the law establishing each body. The conferral of a public function upon another body is governed by Article 163(3), and the conferral of the administration of a place of detention outside that provision is void. Places of detention are placed under public establishments in every case.
Emergencies
The declaration and termination of a state of emergency belong to the Assembly, and to no committee. The prohibition of torture and of cruel, inhuman or degrading treatment stands beyond derogation, so no emergency reaches it.
