The federation
The National Railways Federation is the branch federation of the railway operating cooperatives, constituted under Article 89 and seated at Lindoma Central. It has maintained the timetable, the stations and the technical knowledge of the branch since 1993. It employs no one to run a train; its members do that.
- 1993 constituted
- 8 route groups
- 20 sub-regional operators
- 38,600 workers, all members
- 29 depots
Standing
-
A branch federation
Constituted under Article 89. Membership is compulsory for every cooperative operating a train. The federation keeps the technical knowledge of the branch, its reserve and its solidarity fund, distributes the branch allocation, and represents the branch in the planning procedure.
-
Governed by delegates
The assembly is composed of delegates elected by the assemblies of the member cooperatives, mandated, recallable at any time, and serving limited terms. The federation directs the internal affairs of a member in the cases the Constitution and organic law provide, and in no other.
-
Answerable in public
Each member is reviewed yearly against its ceiling, its plan, its ecological account and the needs it undertook to meet, under Article 101. The review and the answer of the member are published together. Where the fault lay with the plan, Article 103 requires the federation to say so.
-
No public authority
The federation exercises no public authority and represents no organ. Local and inter-communal transport belongs to the sub-region under Article 174. The federation runs what crosses between them.
Data
The record is a count of journeys. A card presented at a gate leaves one line: the station, the hour, the section, and how many people the record covers. The route group adds those lines up to size its trains. Article 51(4) puts the totals in the knowledge commons and prohibits any trade in the data behind them.
No machine decides anything about a passenger. Article 51(5) reserves a decision with legal effect to an identified person. Article 51(7) prohibits scoring, ranking and profiling in the allocation of provision. There is no passenger score, no history kept against anyone, and no consequence for travelling often or seldom.
The card keeps its own history. The last ninety days of records sit in the NAND on the card. Whoever holds the card can read them at any machine. Older records are overwritten. The federation keeps the totals and deletes the card identifiers within seven days.
Reaching the federation
-
A fault, a delay, a station
These belong to the route group that operates the line, and reach it fastest through the application, the machine on the concourse, or the short code 118. The federation forwards what arrives here and adds a day to the answer.
-
The timetable and the paths
The federation office at Lindoma Central answers on the timetable, the change sheets and the station identifiers, in person during working hours and in writing at any time.
-
The card and the standard
Questions on CARD-ROM, the Dubrazec standard, a fork of it, or the interfaces go to the technical office, which publishes its answers with the specification.
-
Accounts and reviews
Minutes, resource accounts, ecological accounts and the yearly reviews under Article 101 are published as they are adopted, together with the answer of the member reviewed.
