Members
Each route group is a cooperative in its own right, with its own assembly, its own plan and its own ecological account. Inside each one sit the sub-regional operators that work the branches and the local trains. Article 89(1) makes membership of the federation compulsory. Membership costs no fee, and members contribute to the solidarity fund on a published scale.
- 8 route groups
- 20 sub-regional operators
- 38,600 workers, all members
- 3,080 rail vehicles allocated
- 29 depots
The groups
-
Northern Coast
Seat at Lindoma · routes 1, 2, 3, 28

How a member is governed
-
Everyone who works there is a member
Article 85(1) makes every worker a member after a probation of six months at most, and prohibits any category of non-member worker. A driver, a signaller and a cleaner have one vote each, and the vote attaches to no seniority or function.
-
The assembly decides the timetable offer
The general assembly adopts the internal plan, the offer the cooperative makes into the planning procedure, its working conditions and the rotation of tasks. Officers are elected for limited terms and recallable at any sitting.
-
Riders sit in the assembly
Article 85(5) requires the cooperative to provide seats for the users of the service, the council of the commune, and a delegate of ecological interest in the assembly, with the right to be heard and to place items on the agenda.
-
The accounts are public
Minutes, resource accounts, ecological accounts and the internal plan are published under Article 61(2). Each member is reviewed yearly under Article 101 against its ceiling and the needs it undertook to meet.
What the federation does with them
-
Holds the timetable
Paths are negotiated between the groups at the federation and published as one timetable. Where two groups want the same path, the assembly decides and states its reasons in the register of decisions.
-
Holds the technical knowledge
Route knowledge, braking curves, signalling practice and the gate and card specifications sit with the federation and are open to every member and to anyone outside it, under Article 10.
-
Distributes the branch allocation
The allocation the plan gives the railway branch is divided among the members by the assembly, in physical units, against the ecological account of each.
-
Runs the support procedure
When a member cooperative fails, Article 103 requires the federation to state whether the its management or plan was responsible, and to publish that finding before any support is given.
-
Represents the branch
The federation speaks for the railway in the planning procedure, in the ecological budget procedure, and before the Assembly under Article 155.
-
Directs nothing else
Article 89(4) confines the federation to the cases the Constitution and organic law provide. The internal affairs of a member cooperative belong to its own assembly.
