Contribution without compulsion
Everyone owes their capacity to the common life, everyone is presumed to give it, and nothing whatever depends on proving it.
The duty
Article 70 states that every person contributes according to capacity, and calls this the ground of the abundance the Republic distributes. It is a real duty, written as one.
The presumption
Every person is presumed to contribute, in all dealings with public authority, and proof is not required as a condition of anything. In practice the duty is therefore unconditional in effect while remaining honest in form.
What counts
Work in an enterprise or public establishment. Care of children, the sick, the disabled and the aged, including at home. Study and training. Ecological restoration and monitoring. Service on councils, juries and bodies drawn by lot. Artistic, scientific and cultural work.
What may never follow
No sanction, no deprivation, no reduction of provision, no disability of any kind. Labour exacted as a condition of receiving provision is forced labour, and is prohibited.
How labour actually reaches tasks
By choice. Enterprises publish the tasks they need, their conditions, and the hours each has, and anyone may offer. When a task attracts too few people, its hours are cut below the general ceiling, its conditions are improved, its training is expanded, and the deficit is published. Compulsion is excluded in every case.
