The Electoral Commission
Every election, referendum, recall and draw by lot in the Republic passes through the Commission. The record of each operation is published, and any resident may observe any of them.
Article 244 charges the Commission with the elections and referendums of the Republic, of the regions, of the sub-regions and of the communes, with the recalls of Article 128, Article 170(5) and Article 141(3), with the electoral list, with the registration of lists and candidacies, with the allocation of campaign resources, and with the proclamation of results.
Article 234 places the Commission outside the reach of the Assembly, of the executive committees, of the planning bodies, of the courts and of the other offices. No organ may instruct it, direct an inquiry, require the withdrawal of a finding, or alter a report before publication.
Functions
Next ballot: the first Assembly of the Republic
Article 320 requires the first Assembly to be elected within a year of commencement. The apportionment of seats among the twenty sub-regions was fixed by the Boundary Division on 13 July 2026 and stands published with its data and its rejected alternatives.
Last national ballot: the referendum of 7 June 2026
Counted by hand in 11,486 stations. No turnout condition applied, and Article 123(4) leaves none available to any future ballot. The station counts, the aggregation and the computation are published in open form and may be reproduced by hand.
The interim National Council, elected 21 September 2025
One hundred seats. The Council sits until the Assembly of two hundred takes its place in 2027. Shares of the vote as proclaimed:
Observing an operation
Any resident has the right to observe every operation of an election. Lists, associations and journalists attend as of right, and no permission is issued because none is required. Counting rooms are open from the close of the poll until the station count is signed and posted.
Stations are placed within reach of every resident, including in places of detention, in hospitals and in care institutions. A resident who cannot reach one may say so to the Commission, and the obstacle is recorded in the annual participation report.
