The Boundary Division
The Division is composed afresh by lot for each apportionment and includes no member of the college of the Commission. It publishes its reasoning, its data and the alternatives it rejected.
Article 247(1): the independent commission of Article 121(5) is a division of the Electoral Commission, composed for each apportionment by lot from the pool of Article 236, and comprising no member of the college of the Commission.
Article 247(2): the Division draws boundaries by the criteria of Article 121(5), upon a public procedure with hearings in the affected localities, and publishes its reasoning, its data and the alternatives it considered.
Apportionment of 13 July 2026
Two hundred seats over twenty sub-regional districts, on the population of record. The Division sat for eleven weeks, held hearings in nine localities, and published four alternatives with the reasons for setting each aside.

Population of record 18,399,000 · mean district 92,000 residents per seat · largest departure from the mean 9.1 per cent
Corvaluri departs by 9.1 per cent and Kelvaqui by 6.7 per cent. Both sit within the ten per cent limit of Article 121 (4), and both stand at or above five per cent, which obliges revision at the following apportionment. The Division published that obligation with the apportionment.
Reason for the draw by lot
The Division is composed of seven residents drawn from the pool for a single apportionment. Article 247(1) excludes every member of the college of the Commission, and Article 236(3) excludes members of the Assembly, members of executive committees, delegates to planning bodies, officers of a party or a federation, and the other holders it lists.
Publication is required of the reasoning, the data and the alternatives considered. The four alternatives of July 2026 are published with their population tables and with the reasons for setting each aside.
Effect of a proposal
The effect of a proposal once published is fixed by the Constitution. The Assembly may reject it as a whole, whereupon the Division produces another. Amendment of a boundary by the Assembly is in no case available.
The Constitution makes void the alteration of an electoral district for a purpose prohibited by Article 187(5), whoever adopts it and by whatever majority. Any person may plead that nullity before any court at any time.
Hearings
Hearings were held in Lindoma, Sornorum, Cortius, Durorilaqui, Leriduson, Torvena, Maravel, Ferrista and Ossira. Anyone attending could speak. Transcripts, the roll of speakers and the written submissions are published with the apportionment, and the Division answered each submission in writing.
