Lists and candidacies
Registration is a check of conditions and nothing else. What a list intends to do with power is a matter for the voters.
Article 246(1): registration is refused only for want of a condition fixed by the Constitution or by organic law, is stated in writing with reasons, and is appealable to the Constitutional Court within seven days.
Article 246(2): the Commission may in no case examine, classify or assess the programme, the ideology or the opinions of a list.
Article 246(3): a finding of the Office of Democratic Integrity in no case affects the registration of a list or a candidacy. That office publishes findings about acts and conditions, and it has no power over who may stand.

No filing matches those conditions.
How to file
A filing states the name of the list, the district or districts contested, the candidates in order, and the signatures Article 122 requires. It is delivered to any communal office, which stamps a receipt on the spot. Filing costs nothing, and no deposit exists to be forfeited.
A defect that can be cured is notified within seven days with the cure stated, and the filing may be renewed once. The Assembly of the Lindoma Yards was registered on its second filing, after correcting the order of its candidates.
If registration is refused
The refusal arrives in writing, names the condition found wanting, and cites the provision requiring it. Seven days run from that document to an appeal at the Constitutional Court under Article 122(4). The appeal costs nothing under Article 231(4), and the Court decides before the ballot.
One refusal has been reversed on appeal this cycle. The Court held that the residence condition had been applied to a period of hospital treatment outside the district, which is not absence within the meaning of the provision. The candidacy of T. Merilo was registered on 9 July 2026.
Campaign resources
Campaign resources are allocated on the basis the Constitution fixes, and the Commission allocates them. Resources go to registered lists on the published formula, in kind: printing, halls, postage, broadcast slots. No list may spend beyond its allocation, and none may receive from any other source.
