Draws by lot
The Republic fills many of its offices by chance out of a public pool. Every draw happens in a room anyone may enter, by a method anyone may check.
Article 244(3) charges the Commission with the draws required by Article 142, Article 210, Article 217, Article 227 and Article 235, except where the Constitution assigns a draw elsewhere.
Article 235(1): the method and the code of the drawing procedure are published under Article 109(5). Article 235(3): each vacancy is drawn separately, and the result is published upon the draw together with the composition of the pool it came from.

No draw matches those conditions.
How a draw is conducted
The pool is fixed and published seven days beforehand, and it may not change after that. On the day, the register is read into the room, the seed is generated from physical dice thrown by members of the public present, and the published program consumes the seed and names the person drawn. The program, its source, its build procedure and its configuration are public, and the dice throws are recorded on video published with the result.
Anyone may take the published seed, run the published program on their own machine, and obtain the same name. Several associations do this at every draw and publish independently. Article 215(4) requires an annual verification that the draws were conducted as published, which is a check on the Commission by another body.
Exclusions from a pool
The Constitution disqualifies from every pool, during office and for four years afterwards: members of the Assembly, members of executive committees, delegates to planning bodies, officers of a party, officers of a federation, members of the Ecological Budget Authority, members of the Judicial Council, and holders of a management organ of an enterprise.
A person serves in one oversight office only, once, for seven years, never renewed. Nobody accumulates the offices of this Title over a career.
Entering a pool
Entry is open to every resident satisfying the published conditions, verified on those conditions alone. A refusal goes to the Constitutional Court. A pool with fewer than thirty persons is reopened, and organic law provides for recruitment by public call.
Each register is public and states, for every person entered, the qualification, the experience and the declarations of Article 238(4). The public register lives at the office that keeps the pool, and the Commission publishes a copy on the day of each draw.
