How a national ballot is conducted
Article 245(1): elections to the Assembly, referendums of the Republic and recalls under Article 128 are conducted by paper ballot, counted by hand, in public, in the place where the votes were cast. The count of each polling station is published before the ballots leave it.
Article 245(2): a vote in such a procedure may in no case be cast, recorded, stored or counted by electronic means. Machines may add up station results already published on paper, and the addition stays reproducible by hand.
What each station publishes
A station posts its count on the door of the room, in figures written by the hand of the presiding clerk, signed by the clerk and by any observer who wishes to sign. The same sheet is photographed and published here within the hour. The papers themselves stay in the room until the posted sheet has been read aloud.
The list, the station results and the aggregation are published in open form, and the computation of Article 120(2) is reproducible by any person.
