What is owed forward
The Republic has incurred obligations that outlive every institution now in existence.
Standing obligations, examined at intervals of no more than five years
The reactors
Uranium found in 1956 during the embargo gave the Republic an electricity system based on fission by 1970 and an export trade from 1985. Article 32(6) now classes fission as transitional and lapses each authorisation on a certified date. The Sornorum authorisation lapses in 2038.
The custody obligation continues after the lapse. Two thousand one hundred and forty tonnes of heavy metal are held in stores engineered for two hundred years, against a radiological hazard reaching background in ten thousand. Audit A-2026-052, conducted jointly with the Audit Office, examines the physical accounts of custody, the provision made, and the maintenance schedule.
Restoration
A minimum quantity of restoration is fixed in each period, which places repair among the obligations of the budget. The quantity for 2026 to 2031 stands at 41,200 hectares of soil and 610 km of watercourse. Progress is published quarterly by the Ecological Budget Authority, and the Commissioner reports on whether the period will close in default.
Harm is prevented at source and restoration is owed where prevention fails, both to the affected system and to the persons and communities injured. The second limb is often forgotten, and the Commissioner states it in every report on restoration.
Maintenance
Sea defences, bridges, water mains, rail formation and school roofs. Deferred maintenance produces no immediate physical change, and the register therefore states it in labour hours per decade, which is the form a future plan must accommodate.
The maintenance bill of 2026 was the first legislation to carry a computation over two hundred years. Two members of this college recorded a dissent holding that interval too short for the coast.
Sealed land
Conversion, sealing and degradation of land are budgeted. Sealing removes soil from any use for as long as the surface stays down, and returns it slowly after the surface comes up. Nine thousand four hundred and eighty hectares stand sealed and awaiting recovery. Recovery is measured in centuries, and the register carries the corresponding entry for 2126.
Emissions
Six hundred and twelve megatonnes remain in the cumulative budget. The figure is a total remaining quantity and carries no annual allowance. Article 23(2) counts materials and energy embodied in imports against the same budget, and forbids discharging a domestic ceiling by an offset acquired outside the territory. Article 265(1)(p) makes any such offset void.
