The adverse opinions

Energy chapter of the draft plan, 30 June 2026. The statement reports emissions for the five years of the plan. Article 23(1)(c) writes the budget as a total remaining quantity, so the figure required is the year in which the total is reached. The Commissioner computed it at 2076 on present consumption and published the working. The chapter proceeds unanswered.

Custody arrangements at the Sornorum stores, 11 April 2026. The stores are engineered for two hundred years. The arrangement furnished for the period after 2226 stated only that the question would be addressed. The Commissioner required the identification of the body expected to hold custody at that date and the evidence for it. The answer commissioned a study reporting in 2028, and the finding remains on the register until an arrangement is furnished.

Observations accepted

Most opinions of the Commissioner are favourable with observations, and most observations are taken. The spatial plan for the Eastern Region moved 90 hectares of building onto ground already sealed. The bill on foreign licensing was amended so that no licence outlives the schedule authorising it. The dry dock extension now states its dredging spoil obligation separately from its construction materials.

None of these amendments followed a power of compulsion. Each followed a computation published before adoption, to which the organ concerned was required to answer under Article 242(4).
