Telephony

Lines, exchanges and services of the Republic of Fluid

The federation

Twenty line cooperatives, nine exchange cooperatives, twenty user assemblies and two unions, formed in 1994. The wire belongs to the communes and the federation only works over it.

StandingLicensed, audited, no authority

Telephony is a federation of cooperatives and no organ of the Republic. It was formed in 1994 by the twenty sub-regional line cooperatives, together with the service cooperatives that run the exchanges, the core and the servers. It governs itself and publishes its rules, its membership and its accounts.

It holds a licence, and the licence is revocable. The Republic grants it, the Audit Office audits the federation in its use of common resources, and the audits are published. The federation exercises no public authority and represents no organ.

It owns almost no property. The copper, the fibre, the ducts, the poles and the mast sites are communal property. Each commune holds the plant inside its boundary. The federation operates over that plant on terms the commune sets and cannot dig, cut, reroute or erect anything without a vote.

The gateway

One gateway, at Corvaluri

Everything leaving the Republic crosses a single link at the Corvaluri border station, into the Bloc network. There is no second path, no commercial transit and no satellite arrangement.

The link is a single point of failure and a single point of observation. Traffic beyond Corvaluri enters networks with their own arrangements, and the statements on this site about logs apply only within the Republic.

The link carries 400 Gbit/s and ran at a mean of 31 per cent through 2025. Proposals for a second gateway have been before the assembly three times and have been referred back each time on the ecological account.

ProcedureFour sittings a year

How it decides

The assembly meets four times a year, in public, in a different sub-region each time, with the papers out four weeks ahead. Any person may attend and the record is published within ten days.

Every decision is published with the positions taken against it and the names of those who took them.

What it cannot do

It cannot charge for a call, meter a line, disconnect a household as a penalty, hold a patent, lock a device, or install equipment that records the actions of users. Such actions are prohibited by the Constitution.
