Telephony

Lines, exchanges and services of the Republic of Fluid

Numbers for immediate help

  • Emergency 112 Fire, ambulance, communal police, sea rescue and mountain rescue. One number, answered in the sub-region the call is made from.
  • Operator 100 A person, at any hour. The operator connects the call, looks up a number, or reads a page of this directory aloud.
  • Line faults 101 A dead line, a noisy line, an exchange that has dropped. Report it from any other line, including a neighbour's.
  • Text and speech relay 108 A relay assistant between text and speech, in both directions, on every service in this directory.

These four answer from every handset in the Republic. They answer from a phone with no SIM in it, from a line whose service has been stopped, and from a call box with no account attached to it at all.

What each resident receives Provision

Every resident is furnished with a computer, a telephone and a connection between them and everyone else. None of it is billed, metered or capped. There is no contract, no tariff plan and no paid upgrade.

Each resident has one identity, and it works on every service listed below. Further identities may be kept under names of the resident's own choosing, and no reason is required. Telephony keeps no link between them.

The number plan The first digit gives the kind of line

Reading a number

National numbers are nine digits. The first says what kind of line answers, the next two say which exchange maintains it, and the last six are the subscriber.

First digit Kind of line Written
1 Short codes, three digits, free from everywhere 112
2 Fixed line, copper or fibre 2 18 044 125
3 ISDN, one number for each channel 3 04 811 260

Standing The wire belongs to the commune

A federation, over communal plant

Telephony is a federation of the twenty sub-regional line cooperatives and the service cooperatives that run the machines. It holds a licence the Republic grants and it is audited in its use of common resources.

The copper, the fibre, the ducts and the poles are communal property. Each commune holds the plant inside its boundary and votes on what is done to it. The federation operates over that plant on terms the communes set, and it cannot dig, cut or reroute anything without them.

Everything here is published

Patents are prohibited, so every specification the federation writes is free to read, copy and build from. Household modems and exchange equipment are built from the drawings published on this site.

The core network runs on published software that any person may examine. The federation excludes components whose source cannot be read.
