Indicators
Eight matters are fixed for the Office to monitor and report on each year. The Constitution fixes the matters and leaves the method to be published and criticised.
Concentration of the means of communication
Article 54(4)
18.0% held by the largest organisation
Ceiling fixed by the Constitution. Measured as the audience share of the largest single organisation across all media of record.
Independence and resources of media organisations
Article 54(3) and (5)
94 of 100 organisations report resources fixed independently of content
Six organisations report an allocation varying with the content published. Each case is stated in the annual report.
Observance of the participation required
Article 143(9)(b)
81% of required procedures held within the period
Nineteen per cent were held late or not at all. The bodies concerned are named in the annual report, and each has answered.
Accessibility of registration
Article 63(1)
99.2% of residents registered needs without an obstacle recorded
Obstacles recorded for 147,000 residents, most often in places of care. The Defender of Rights receives the individual complaints.
Operation of the assemblies
Articles 92, 93, 141 and 172
88% of assemblies met at the required intervals
Workplace, user, neighbourhood and communal assemblies. The shortfall falls almost entirely on user assemblies in two sub-regions.
Equality of provision between territories
Article 91(3)
6.4% spread between the best and worst served sub-region
Measured across the essential provision of Title IV. The spread has narrowed from 9.1 per cent in 2024.
Resources of the courts and the offices
Articles 193(5) and 240(2)
No reduction, withholding, delay or condition recorded
Reduction during the term of an Assembly is forbidden. This indicator has recorded no departure since the office was constituted.
Acts within Article 265
Article 265
2 acts referred to the Constitutional Court
Both referrals are pending. A referral states the acts found, the evidence and the provision engaged, and is published with the answer of the organ concerned.

Source of the figures
The same powers of collection reach every figure above. The Office may require documents, records, data, access to premises and systems, and the testimony of any person holding a public or delegated function. Commercial confidentiality is in no case a ground of refusal. Article 263(4) forbids acquiring information by any other means.
Audience shares are obtained from the media organisations themselves. Participation figures come from the bodies required to conduct the procedures. Registration figures come from the communes. Provision figures come from the planning bodies. Each source is named against each indicator in the published data.
