Requests for audit
Article 250(2) provides five routes to an audit. One of them, the petition of ten thousand residents, requires no institution.
Article 250(2): the Office conducts audits on its own initiative, upon a resolution of the Assembly, upon the request of a council of a territory, upon the request of a branch federation, and upon the petition of ten thousand residents.

Lodging a petition
A petition states the body, the resources and the period. It may be lodged at any communal office or through the public information system, and signature is free of charge. The text is published on lodgement, so that a person deciding whether to sign reads the text the Office receives.
A petition that reaches ten thousand opens an audit as of right. The Office has no discretion to decline it, and the scope of the audit is settled in public within fourteen days of the threshold.
The other four routes
| Route | Requests | Audits opened |
|---|---|---|
| Own initiative of the Office | - | 9 |
| Resolution of the Assembly | 3 | 3 |
| Council of a territory | 5 | 4 |
| Branch federation | 2 | 2 |
| Petition of ten thousand residents | 2 | 2 |
One request from a council was declined as outside the competence of the Office. The reasons were published and the council was directed to the Defender of Rights, within whose competence the matter falls.
Protection of persons furnishing information
Any person who furnishes information to the Office is protected under Article 61. Reprisal against such a person is void, is grounds for reinstatement and reparation, and is an offence.
A person may furnish information without signing a petition, without naming an employer, and without any duty to have exhausted anything first. The identity of the person is protected in the report and in the file. Where information arrives anonymously and can be verified, it is used.
