Procedure upon a departure

A departure from the plan or from a ceiling is transmitted to the National Planning Congress, which answers within sixty days. The Office states the quantity and the cause. The measures to be taken are decided by the bodies that adopt the plan. The Office proposes remedies and imposes none.

The steel excess at the Lindoma Yards ran to 7,100 tonnes. The yard answered, published the cutting patterns that produced it, and accepted a reduced ceiling for the following period. A surplus is applied in the order the plan sets: unmet registered needs first, then the reserve, then a reduction of the following ceiling where the surplus arose from improved technique.

Publication of compliance

Seven of the ten lines above sit at or below the ceiling. Torvena drew 12 per cent less water than its allocation while maintaining provision in full. Findings of compliance are published on the same terms as findings of default, so that the register states the full position of the period.
