Standing and how it decides
Thirteen manufacturing factories, twenty operating cooperatives, twenty user assemblies and six unions, formed in 1993 and governing themselves. Podnik holds a licence the Republic grants and exercises no public authority.
What it is
Podnik is a federation of cooperatives and not an organ of the Republic. It was formed in 1993 by thirteen manufacturing factories and the twenty sub-regional operating cooperatives, under the freedom to form federations. It governs itself democratically and publishes its rules, its membership rules and its accounts.
It holds a licence, and the licence is revocable. The Republic grants it, the Audit Office audits the federation in its use of common resources, and the audits are published in physical units. The federation exercises no public authority, represents no organ, and has no power of decision over any commune.
Membership is voluntary. No cooperative is required to belong, and a member may leave on the notice its rules fix. Two operating cooperatives left between 1997 and 2001 and both returned.

Procedure
-
The assembly meets four times a year
In public, in a different sub-region each time, with the papers sent out four weeks before. Any person may attend and the record is published within ten days.
-
Dissent is recorded
Every decision is published with the positions taken against it and the names of those who took them. A decision carried by one vote reads that way on the page.
-
Questions receive answers
Any person may put a question to the federation about a survey, a model, an account or a decision, and receives a reasoned answer within the period fixed by law.
-
Accounts are published whole
Materials, energy, emissions, labour hours and the state of every limit the federation holds. Published every year and audited.
Limits
-
Set a fare
Travel is free at the point of use and the federation has no power to change that, propose changing it, or fit a vehicle for it.
-
Direct a member enterprise
Except in the cases the Constitution and organic law provide, and then only on a public procedure in which the assembly of the enterprise, its users and the communal council are heard.
-
Hold a patent
Patents are prohibited in the Republic. The federation holds drawings, publishes them, and claims no right against a person who uses them.
-
Refuse the register
The catalogue, the feed and the drawings are open to every person, free of charge, without licence, registration or account, inside the Republic and outside it.
Contact
At any communal office. Every commune takes questions, requests for fleet advice and enquiries about surplus vehicles, and passes them on the same day.
Directly. The federation office sits at Sederna, alongside the carriage factory, and the depot at every main town holds an office that answers in person during working hours.
Where this site differs from the Constitution. The text of the Constitution governs. Any person may report a difference and receive a reasoned answer. The Public Register publishes the text and the directory of sites.
