For communes and sub-regions
A council with lines to run sends data about its gradients, its counts and its depot. The federation returns two costed variants in physical units with the ecological account attached. The council decides, and the federation takes no part in that decision.
Before the survey
-
The lines
Length, the slopes, the tightest curve, the narrowest street and the height of anything the vehicle passes under.
-
The passenger numbers
Counts by hour across a full week, including the school weeks and the market days. Where no count exists, the federation runs one, which takes four weeks.
-
The depot
Bay lengths, door heights, pits, roof height, the yard turning circle, and what the how much electricity can be supplied at the site.
-
The limit
The materials and emissions the commune holds for the period. A fleet proposal that breaches it is a proposal the commune cannot lawfully adopt, so the ceiling is part of the question from the start.
-
What is already there
The existing fleet with its ages and its remaining parts support. Most advice retains a substantial part of the existing fleet.
-
The neighbours
Where a network crosses a boundary, the councils on both sides run it jointly, so both are heard from the start.
The procedure
It takes about eighteen months, of which the federation is implicated in four.
-
The request
Any communal council, sub-regional council or user assembly may request a fleet. The survey is free to the commune: the federation is funded through the plan and its accounts are public.
-
Survey, four to six weeks
Two engineers walk every line, measure the constraints and check the depot. Counts run if none exist. The survey is published on completion, regardless of its findings.
-
Two variants, eight weeks
There are two variants in every case. Each names its models, its numbers, the building work at its depot, its parts schedule and its ecological account.
-
The hearing
The assembly of the operating cooperative, the users of the service and the communal council are heard together, in public, with the variants already sent out.
-
The commune decides
Podnik has no power of decision at this stage. The council adopts a variant, adopts neither, or sends both back with stated reasons.
-
Build and review
Delivery runs to the plan period. Two years after the last vehicle enters service the federation reviews the advice against what actually happened and publishes the comparison.
The answer
| Part of the answer | What it contains | Counted in |
|---|---|---|
| Fleet schedule | Models, numbers, share of spare vehicles, the year each vehicle enters and leaves | Vehicles |
| Depot building work | Bay lengths, doors, pits, roof, yard, and the power supply upgrade if one is needed | Metres, kW |
| Build account | Materials and emissions embodied in the vehicles and in the depot building work | t, t CO2e |
| Running account | Energy and emissions per year at the service level proposed | MWh, t CO2e |
| Parts schedule | What is guaranteed, for how long, and which factory makes it | Years |
| Labour | Drivers, fitters and controllers, with the training the change requires | Posts, hours |
| What it gives up | The service the variant will fail to provide, stated in the same terms as the service it will | Journeys |
Limits
The federation advises and the commune decides. Podnik exercises no public authority. It cannot allocate a vehicle to a commune, refuse one, or make its advice a condition of anything. Where a member enterprise of the federation is reviewed, that happens under the procedure organic law lays down, with the assembly of the enterprise, its users and the communal council heard.
Advice can be objected to. Any person may put a question about a survey, a variant or an account, and receive a reasoned answer within the period fixed by law. A decision taken on the advice can be challenged in an ordinary court.
Surveys are published whole. A survey that finds the existing fleet good enough is published in the same form as one that finds it lacking. The federation publishes the count of each in its annual report.
