Meaning of a deficit
A deficit records that the aggregate of what has been asked for exceeds the aggregate of what has been entered. It is a statement about this round and no decision follows from it automatically. Article 97(1)(c) refers the line to a round of negotiation, in which each level reconciles the offers and needs before it and refers upward only what it has failed to reconcile.
Article 91 fixes the order in which needs are met where a deficit persists, and the essential provision continues on the quantities of the preceding period whatever delay the procedure meets.
Anonymisation
Declarations of need are aggregated and anonymised at the point of collection, and the Secretariat keeps no declaration attributable to a person. The entry for this system on the register of automated systems states the inputs, the logic and the officer accountable for each aggregate published.
