Apportionment
The Ecological Budget Authority fixes each total. The Congress divides it among the regions and the branches.
Article 26(3): distribution of the budget among regions, sectors and enterprises belongs to the planning bodies of Title IV, which allocate according to the satisfaction of essential needs in the order established there, to the equality of provision between territories, and to the least throughput sufficient to the purpose.
| Head | Unit | Apportioned to | Quantity | Share |
|---|---|---|---|---|
| Emissions | Mt CO2e | Western Region | 268 | 43.8% |
| Emissions | Mt CO2e | Eastern Region | 344 | 56.2% |
| Energy | TWh per year | Western Region | 96 | 44.9% |
| Energy | TWh per year | Eastern Region | 118 | 55.1% |
| Materials | Mt per year | Metals and engineering | 31.2 | 33.2% |
| Materials | Mt per year | Construction | 28.4 | 30.2% |
| Materials | Mt per year | Chemicals | 12.1 | 12.9% |
| Materials | Mt per year | All other branches | 22.3 | 23.7% |
| Water | Gl per year | Agriculture | 1310 | 42.3% |
| Water | Gl per year | Industry and households | 1790 | 57.7% |
The three criteria
| Criterion | What it requires |
|---|---|
| Satisfaction of essential needs in the order Title IV establishes | An allocation is made first to what Article 62 guarantees, and afterwards in the order Article 91 fixes. |
| Equality of provision between territories | Article 91(3). The Office of Democratic Integrity measures the spread between the best and worst served sub-region, presently 6.4 per cent. |
| The least throughput sufficient to the purpose | Where two allocations meet the same need, the smaller is made. |
Transfer between enterprises
Article 26(5): aggregation, transfer or trading of allocations between enterprises is permitted only under the procedure of organic law, within a sector, without any consideration passing, and with no increase in the total.
An allocation may move between two enterprises of one sector where the plan is better served. Nothing passes in exchange, and the sum is unchanged. Fourteen such movements were recorded in the current period, each published with the reason.
Exhaustion of an allocation
Production dependent upon an exhausted allocation halts, and the essential provision of Title IV takes priority over all other use. The same result follows at enterprise level, and the Audit Office publishes every departure from a ceiling.
Two heads presently stand above their limits: materials throughput and land conversion. The apportionment for the following period has been reduced accordingly on both.
The reserve and the intensity threshold
| Decision | Basis | Present figure |
|---|---|---|
| The reserve | Article 105 | 4.2 per cent of the plan in physical terms. Funds the formation of new enterprises. |
| The intensity threshold | Article 112(2) | Lowered on 2 June 2026, moving two further classes of goods into common holding. |
Resource-heavy goods are put into common holding, used by booking or rotation, and the threshold determines which goods those are.
