Answerability
The Congress answers to the bodies that compose it, and to the Assembly.
Article 96(3): the Congress answers to the regional economic councils, branch federations and user assemblies that constitute it, and to the Assembly under Article 143.
To the sending bodies
Delegates are mandated and recallable. A regional economic council disagreeing with the vote its delegate cast may recall that delegate, and four delegates were recalled in the current term. The mandate and the vote are both published, so the comparison is available to anyone.
The cycle closes with a public account of the period, examined by the assemblies that furnished its inputs. The bodies whose declarations began the plan examine what the plan did.
To the Assembly
Article 143 governs, and it gives standing to bring an action against the plan and against the planning bodies before the Constitutional Court. The Assembly is kept from adopting the plan or allocating resources itself, so the relation is one of scrutiny and of legal challenge. The Assembly gives the Congress no instruction.
A committee of the Assembly may require the attendance of any officer of a planning body and the production of documents. Delegates of the Congress appeared before Assembly committees on nine occasions in the year to June 2026.
