Established under Article 96 of the Constitution · adopts the plan
Decisions
Every decision is published with the vote recorded by name, the dissenting positions, and the reasons for the choice made among the variants.
Article 98(3): where the Congress fails to reconcile, it decides by vote of its delegates, publishes the dissenting positions, and states the reasons for the choice made among the variants.
Apportionment of the emissions budget for 2027 to 2031
Adopted 14 July 2026 · 142 for, 62 against, 4 abstaining · votes recorded by name
The cumulative total determined by the Ecological Budget Authority was apportioned among the two regions and eleven branches by the satisfaction of essential needs, the equality of provision between territories, and the least throughput sufficient to the purpose.
The delegates of the ecological interest and of two branch federations voted against, holding that the apportionment front-loads the cumulative total and leaves too little for the later years of the period. Their position is published in full.
Reserve for the period, under Article 105
Adopted 30 June 2026 · 168 for, 34 against, 6 abstaining
The reserve was fixed at 4.2 per cent of the plan in physical terms. The reserve funds the formation of new enterprises, so the figure governs how much new productive capacity can be brought into being during the period.
Care hours deficit: choice among the variants
Adopted 21 July 2026 · 121 for, 78 against, 9 abstaining
Variant A was chosen, closing the residential care deficit by reducing the general ceiling on weekly hours and moving the released labour into care. The reasons for the choice among the four variants are published with the decision, as Article 98(3) requires.
Seventy-eight delegates preferred Variant B. Their position, that the reduction in general hours understates the difficulty of transferring labour between branches, is published with the decision.
Intensity threshold under Article 112(2)
Adopted 2 June 2026 · 189 for, 11 against
The threshold determines which goods are resource-heavy enough to be held in common and used by booking or rotation. Personal allocation applies to goods below the threshold. The figure was lowered, moving two further classes of goods into common holding.
Steel deficit referred back to the branch level
Decided 7 July 2026 · without a vote
The Congress found that the branch level had not exhausted reconciliation and returned the matter, since a matter is decided at the lowest level at which the effects of the decision fall.
Adjustment following the failure of the Quintorum harvest
Adopted 4 April 2026 · abridged procedure
Grain quantities were adjusted within the period following a third failed harvest in the eastern basin. The order of priority was preserved and the adjustment was published with its reasons within fifteen days.
No decision matches those conditions.
Dissenting positions
Two decisions above carry a published dissent. The apportionment of the emissions budget was opposed by the ecological delegates and by two branch federations, whose position is that the apportionment front-loads the cumulative total. The choice of Variant A was opposed by seventy-eight delegates who preferred Variant B.
A dissent is published at the same length as the decision, and the delegates holding it are named. Anyone examining the plan afterwards can read what was argued at the time.
Referral downward
A matter is decided at the lowest level at which the effects of the decision fall. Where the Congress finds that a level below has not exhausted reconciliation, it returns the matter. The steel deficit was returned to the branch level on 7 July 2026 on that ground.
