Article 96(1): the Congress is composed of delegates of the regional economic councils, of the branch federations, of the assemblies of users of national services, and of ecological interest, in proportions fixed by organic law which accord the regional councils no less than one half.
Article 96(3): delegates are mandated, recallable, and limited in term.
The mandate
A delegate arrives with a position settled by the body that sent them and votes upon that position. Where a matter arises which the mandate does not cover, the delegate refers back before voting. The mandates are published with the composition, so any person may read what a delegate was sent to say before reading how they voted.
Recall belongs to the sending body and requires no ground beyond its own decision. Four delegates were recalled in the current term, three by regional councils and one by a branch federation.

The ecological delegate
Twenty-four seats are reserved for ecological interest. Agreement at a level is recorded only where the enterprises, the users and the ecological delegate have each been heard and answered, so an ecological delegate must be answered before a reconciliation is recorded anywhere in the procedure.
The Commissioner for Future Generations is heard by right before the Congress at every stage of the cycle under Article 257(2), and has no seat and no vote.
Publicity of sittings
Every stage of the procedure is public, and a plan adopted upon inputs withheld from publication is void. Sittings of the Congress are held in public, transmitted, and recorded. Dissenting positions are published with every decision taken by vote, and votes are recorded by name.
