The plan
The plan is adopted for five years, with annual quantities within it, in the physical units the Constitution names.
Article 97(1): the plan is adopted for a period of five years, with annual quantities within it, and follows the six-stage cycle.
Article 7(2): energy, materials, water, land, emissions, labour time and the useful life of goods are the primary units of the plan.
Position of the current cycle
| Stage | State |
|---|---|
| (a) Registration of needs | Complete. 14.2 million declarations, 28,456 assembly statements. |
| (b) Provisional balances | Complete. Published with deficits, surpluses and four variants. |
| (c) Rounds of negotiation | Round two of no fewer than three. Open. |
| (d) Reconciliation and adoption | Not reached. |
| (e) Execution | Not reached. The plan for 2022 to 2026 remains in execution. |
| (f) Public account of the period | Not reached. |
Contents of the plan
Quantities of goods and services to be produced, the resources allocated to each branch and territory, the labour required and offered, and the emissions and materials attributable to each. Every figure is a physical quantity. Article 90 governs the transparency of the whole document, and Article 97(4) voids a plan resting on any input withheld from publication.
The order in which needs are met
Article 91: the order in which registered needs are satisfied, the equality of provision between territories, and the least throughput sufficient to the purpose.
Article 98(5): delay in the procedure in no case suspends the essential provision of Article 62, which continues on the quantities of the preceding period until the new plan takes effect.
The second provision matters most when the procedure stalls. A deadlock in the Congress leaves food, water, sanitation, housing, energy, care, transport and communication running at the quantities of the preceding period, so the consequence of a delay falls on the plan and not on provision.
The plan in execution
The plan is adjusted within its period upon changes in registered need, upon failure of harvest, supply or installation, upon disaster, and upon a declaration under Article 36. Adjustments are published with their reasons within fifteen days, and cumulative adjustments beyond the proportion organic law fixes require a fresh round of negotiation.
Three adjustments have been made to the plan for 2022 to 2026. Each is published with its reasons on the register of decisions.
Challenging the plan
Anyone may bring an action against the plan and against the planning bodies before the Constitutional Court, and a decision that does not conform with Article 91 is void. The action costs nothing: court fees, security for costs and adverse costs orders are all excluded.
