Registration of needs
Article 63(1): registration of needs is accessible to every resident, and the Office of Democratic Integrity monitors that accessibility as one of the eight matters of Article 261(1).
Accessibility stood at 99.2 per cent for this round. Obstacles were recorded for 147,000 residents, most of them in places of care, and each obstacle is stated in the annual report of that office. Individual complaints belong to the Defender of Rights.
Effect of a statement withheld
A plan adopted upon inputs withheld from publication is void. Every statement above is published in full, apart from the declarations of individual residents, which are anonymised at the point of collection and published only in aggregate. Article 51 governs the redactions.
Objections received on the balances
| Objection | Answer |
|---|---|
| The care need was computed on the population of record and not on the registered declarations | Accepted. The line was recomputed from the declarations, and the deficit increased by 4.1 million hours. |
| The steel coefficient dated from 2023 | Accepted. Coefficient corrected and the balance republished. |
| Two water scenarios were omitted from the published variants | Accepted. The full set republished with its assumptions, following a finding of the Audit Office. |
| The timber surplus counted stock awaiting seasoning as available | Answered. Stock awaiting seasoning is stated separately in the published tables, and the surplus figure excludes it. |
A round concludes only after the objections received have been answered in writing and published.
