The Planning Secretariat
The Secretariat computes. It collects the statements of needs and offers, works out what the Republic can produce against what it has asked for, publishes the deficits and the surpluses, and prepares the variants. It decides nothing.
Article 96(4): the Planning Secretariat is a technical body serving all levels of the procedure. It collects the statements, computes the balances of materials, energy, labour and emissions, prepares the variants, publishes the deficits and the surpluses, and holds no power of decision.
Article 96(5): the Secretariat is bound by Article 90(3) and (4), publishes its methods and code as part of the knowledge commons, and answers to the Congress and to the oversight organs of Title IX.
Balances for the round now open
Round two of three, period 2027 to 2031. Need is the aggregate of the registered declarations and assembly statements. Offer is the aggregate of what the enterprises and territories have entered.
Every balance line with its sources
Four variants prepared
The care deficit and the steel deficit are the two lines the round has yet to reconcile. The Secretariat has prepared four variants, each stating what it costs in the other columns. The choice among them belongs to the levels of the procedure and finally to the National Planning Congress.
Where this sits in the cycle
The plan runs through six stages. The Secretariat serves stage (b), computing the provisional balances and publishing the deficits, the surpluses and the variants, and it continues to serve the three rounds of stage (c) as the positions move.
Publication as a condition of validity
Article 97(4): every stage is public. A plan adopted upon inputs withheld from publication is void.
Article 90(4): the variants and the assumptions on which each rests are published.
An audit of the Secretariat in April 2026 found two of five modelled water scenarios omitted from the published variants. The full set was republished with the assumptions. The finding stands on the register of the Audit Office.
