No power of decision

The Constitution gives the Secretariat a computation to perform and withholds every power to choose the outcome.

Matters outside the competence of the Assembly

Article 119(4): the Assembly does not itself adopt the economic plan or allocate resources, which belong to the organs of Title IV.

Article 154(1): an executive committee in no case adopts the plan, allocates resources, fixes a ceiling or alters an ecological budget.

The plan is therefore adopted by the bodies the plan is made of: the regional economic councils, the branch federations and the user assemblies that compose the Congress. Article 143 makes the Congress answerable to the Assembly, and the Assembly has no power to adopt the plan itself.

Answerability of the Secretariat

The Secretariat is answerable to the Congress and to the oversight organs of Title IX. It is audited by the Audit Office, its automated systems are entered on the register kept by the Defender of Rights, and its ecological accounts are verified by the Ecological Budget Authority.

Any person may address an oversight office about the conduct of the Secretariat and receive a reasoned answer.
