Technical body of the planning procedure

Planning Secretariat

Established under Article 96(4) of the Constitution · holds no power of decision

The cycle

The cycle runs five years in six stages, with no fewer than three rounds of negotiation, and every stage is public.

  1. Registration of needs

Declarations under Article 63, and the statements of the workplace, user and neighbourhood assemblies under Article 92 and Article 93. The Secretariat receives and aggregates them.

  2. Provisional balances

The Secretariat computes the balances of materials, energy, labour and emissions and publishes the deficits, the surpluses and the variants. The round now open stands at this stage.

  3. Rounds of negotiation

Each level reconciles the offers and needs before it and refers upward only what it has failed to reconcile. No fewer than three rounds are held, and a round concludes only after the objections received have been answered in writing and published.

  4. Reconciliation and adoption

A level records agreement only where the enterprises, the users and the ecological delegate have each been heard and answered.

  5. Execution

With the in-year adjustment, published with its reasons within fifteen days.

  6. Public account of the period

Examined by the assemblies that furnished the inputs. The account returns to the bodies whose declarations began the cycle.

The lowest level that can decide

Most lines never reach the Congress. A commune reconciling its own housing programme settles it, and the Secretariat records the settlement without passing it upward. The lines that arrive at the Congress are the residue of what the levels below could not agree.

Publicity

The consequence attaches to the plan itself. An input withheld at any stage invalidates the plan adopted upon it, and any person may bring an action under Article 143(9) before the Constitutional Court.
